Hi,
I'm using Outlook 2003 and I think I have somehow turned the toolbar off. I
was closing an another window and I think I might have touched the very
sensitive mouse panel on the laptop and turned something off.
The toolbar is unable to be selected (pale colour) and when I go to View -->
Toolbars there is nothing to select (it should have a pop out arrow and more
options).
Can anyone help me?

Try resetting your toolbar by renaming outcmd.dat to outcmd.old
