I installed a legal version of Outlook 2007 and afterward it asked me if I
wanted to activate the product by internet or phone. I seleted Internet but
the window just went away and every time I start Outlook it goes through the
same thing. I also tried going to help and activating it that way but get
the same results. Run Diagnostic & no problems found. Any thoughts?

What OS are you running? Are you logged in as an admin?

Win XP sp2. The program was installed as administrator but the notification
and activation attempts were done as the user (who also has local admin
rights).
