In the same email a link will open up the "Locate Link Browser", while
another link located lower in the email will open up the proper webpage. If
I cut and paste the defective link into IE then the link works. Why is this
so haphazard?

Because there is an issue with the registration of your browser in Windows.
Reconfigure your browser as the default or resets it registration. See the
help of your browser and version of Windows on how to do that properly.
