I receive emails from people that aren't the most trustworthy or have the
best net etiquette. Some of them are my friends though, so I want to continue
to receive email from them. I am wondering if I can disable html in emails
received from their addresses. Specifically, I am looking for a way to stop
web beacons and email tracking stuff from individual senders.

You have not indicated an Outlook version. Outlook 2003/2007 does not
download remote content by defautl. In Outlook 2007, this is controlled in
the Trust Center - Tools | Trust Center | Automatic Download

I am using Outlook 2007.

Trust Center seems to be an all or nothing affair. I want to exclude a few
people from sending HTML enabled emails, not allow a few to send HTML emails.
In other words, I want HTML emails enabled by default (which I have done) but
want to disable HTML for some senders. I have tried doing this via a rule,
but did not make it far.

Converting messages to Plain Text isn't going to help you with that. As
William indicated; by default all automatic download of web content is
disabled. Doesn't matter if these messages are Plain Text, HTML or Rich
Text.

Is there some workaround I might implement to get the results indicated?
Still receive emails from a single person, but don't let any beacons (etc)
through?

And why is it that you say that plain text won't help? I am not entirely
familiar with the issue, but I was under the impression that these web beacon
services required the email recipient to have HTML enabled.
