I am using the MS Outlook. In the Mail Folders, I have whole bunch of sub
folders. They are all arranged by alphabetical order. How can I move the
Inbox, Deleted Items, Junk E-mail, Send Items folders so they are always at
the top and so I don't have to scroll down. I tried to move them, but the
system say they are special folder and can't be moved.

You can't. Depending on your version of Outlook, (which you failed to
state), you can use Favorite Folders pane to do that...
