I have had a issue with Outlook 2007 not opening. I would open it and it
wouldn't open at all. I went into the task manager and there is already a
outlook running. So I close it and then outlook opens again.

Anyone have a solution?

It happens this way when Outlook didn't close properly. Why didn't it close
properly? Usually because of AV software, indexing engine, 3rd party
add-ins. If it doesn't happen often I would ignore it...

If it's running in the task manager, it hasn't closed properly. The most
common causes are AV integration with Outlook, synch software, fax software,
incompatible Add Ins, etc.

I have had this too. Usually have to end it in task manager and then
all is well again, for a long time at least :-)

I have Norton on there, but there has never been a issue, I do have my phone
sync with it. Could that be it?

Is there a fix for that?

If your phone is cradled, then Outlook will continue to run.
