I am aware of the .adm/.admx files for Office 2007, but I was wondering if
there is a list of all possible registry entries available for the various
Office programs. Meaning, some entries aren't made until you change a
setting in the program.

Well, it's probably not quite 'everything' and there are some binary registry keys that don't support manually tweaking some of the
parts, but in general the Excel Workbook included with the template files you mentioned from this link covers a lot :)
