MS sp updates are usually available from MS for a small P&P fee
You can download via administrative updates, if you simply wish to download
for later installation on a different PC

I sorry I do not follow you or how it applies to my question.
My thoughts were to take my laptop to a fast connect in town to down load
the office2007sp1-kb936982-full file-en-us.exe file hopefully getting the
full 218.3 MB file. Then transferring the file to my desktop for use, but I
am unsure if MS does checking the Office I have on the laptop that is an
older version and not let or cut it short also. Or someone might know a
legitimate reason the file was cut short to 168 MB and this file okay to
update with.

Adminastrative updates allow you to download the complete sp, for later
installation on any applicable PC, without checking the PC that it is being
downloaded to.
Obtaining an sp cd from MS allows the same.

This this link:
http://www.microsoft.com/downloads/details.aspx?FamilyId=9EC51594-992C-4165-A997-25DA01F388F5&displaylang=en

From this page you can download and save to disc the Office 2007 SP 1 on any
computer or, if you prefer, follow the link to order the Service Pack on CD.
I did not check, but the CD price is usually less than $5 US plus shipping
and tax.

I go to the local library parking lot to night and do a down load. The
library speed is 1 to 3 mbps, my dialup is like pulling a elephant through a
keyhole. Thank you.

In our area, the library guard would likely complain the first time, and
cite you for "theft of service" the next time.
Unless you had a library account that you were using (of course!)
