Our SQL server never shuts down properly, just stays on the Windows is
shutting down screen forever and it has to be powered off. I have tried even
shutting down sql before restarting or shutting down, but still same issue.

I looked over this document but i'm not sure it relates. This is a server
that does not go into standby or, hibernation. None of the drivers have been
changed since it used to work properly, although windows updates have been
applied.

Yes, I do not experience and of the symptons listed below. I get a computer
is shutting down message.

SYMPTOMS
You may experience one or more of the following symptoms: â?¢ When you try to
shut down your Windows 2000-based computer, the computer may stop responding
(hang), possibly on a black screen. Also, your computer may hang or may not
power off when the shutdown procedure reaches the "It is now safe to turn off
your computer" screen.
â?¢ There is no Standby option when you try to shut down your computer.
â?¢ Your computer hangs or you receive a "stop 0x9F" error message when your
computer is in Standby mode.
â?¢ There is no Hibernate option when you try to shut down your computer, and
there is no Hibernate tab in the Power Options tool in Control Panel.
