I can find no reason within Windows for the phenomenon you
report. This makes me wonder if the reason lies outside Windows,
either with some third-party software you installed or with some
malware/virus. I would reboot the machine in Safe Mode (with
networking enabled), then see if the problem persists. If it disappears
then I would use msconfig.exe to disable the various startup tasks
selectively until I found the culprit. You can get msconfig.exe for
Win2000 from here:
