I am voluntering for a comunity support centre and I would like to setup
something similar to windows server 2000, so that I can run active directory
and remotly control user accounts from the server, however we dont have a
budget for this software, does anyone know of free alternatives ?

Sorry, no. If you want Active Directory you need Windows Server 2000, 2003
or 2008. There is no "compatible" server OS that can provide those
services.

Sorry, there does not seem to exist in the Windows "family." You
might want to look at several Linux system.

In the US, nonprofits can get lots of free stuff from www.techsoup.org - not
sure whether there's something comparable where you live.

Do you need a licence for VMs? I'm not sure.... probably do though.
