I can connect to the internet when I start my computer (XP Pro) in safe mode,
but not otherwise ("Internet explorer cannot display the webpage"). Also,
possibly coincidentally, I seem to have no system restore points other than
one created just today while I was struggling with this problem (hence, it
won't help!). Any ideas? Thanks.

Not really enough specifics for us to give you a focused answer, so start
with:

The First Question Of Troubleshooting: what changed between the time things
worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

Be sure the computer is clean:

When Internet connectivity problems are involved, I always suggest starting
with The Second Question first.

Run LSPfix to see if any problems are detected.
