Not sure what I'm doing wrong here. I have WMM set to 4:3 format in
Tools > Options and it says "4:3" when I save a .wmv, but when I play
the file back, it's 16:9. This happens with captured video and
imported files that are already in 4:3. I can save in 4:3 in other
video editors, but I wanted to use WMM to make the file small enough to
upload to a website.

Figured it out - recommended save setting was changing the format
("Best quality for playback on my computer"). Choosing any other
setting keeps it in 4:3.
