I am using v5.1. I am trying to find the "film aging" effect.

The only effects I have listed are: Blur, grayscale, mirror, pixelate, slow down and speed up.

I know it's confusing, but 5.1 is the version of
Windows XP -- not Movie Maker. Go to Help -> About
and look a few lines below to find the version of
Movie Maker. It should say:

Windows Movie Maker Version 2.0.3312.0
(or something close to that number).
