When using Transitions and video effects, can I control
the duration? For example, if i want to fade in from
white to coincide with emerging background sound can I,
say, set the duration of the effect to 15 seconds? If I
can how? If not is there another solution?

Add a white still picture, make it as long as you wish, and overlap it with
the video clip.
