Slow motion?

I am trying to find the video effect that will allow me to put my footage in
slow motion. If anyone could help me that would be great.

And you can use the effect as many times as you like to get 1/2, 1/4, 1/8,
1/16 speed etc..

Look as hard as I can, I cannot find that, can you be more specific? Is
it just on certain versions, I have 2.1?
