If the source file is NTSC then you need a standards converter to convert it
to PAL properly, there are many differences between the two formats, not
just the size 720x480 - 720x576, 25fps-29.97.
A cassette will record whatever you put on it, so the same one can have pal
or ntsc recorded on it.
The cassette recorder though will need to be ntsc for ntsc and pal for pal.
