On a normal CD, you don't write a DVD but either an SVCD or VCD both of
which are much lowe quality than a DVD.
Whether or not the quality will be different depends not only on the type of
disk you are driving, but also the video quality that you are burning to the
disk. If you have an uncompressed AVI file and burn it as a DVD on a DVD
burner, yes, the quality (resolution) should be greatly improved.
