I have a Sony Digital8 DCR-TRV280, that has poor capture quality.

I have conneted to my laptop with the "I-DV/USB" cable. I tried the adjust
the Video settings/output size, but the best resolution I can chose is
320x240. It also will not let me chose the DV-AVI to save the movie.

The output is of 320x240 is so low that playback is bad. Is this the best to
expect or should I start to look at other software packages?

Any suggestions would be appreciated.

You need to capture video via firewire. USB is lower quality. Get a firewire
card (if you don't already have one) and a cable. Then capture as DV-AVI.
