If I insert a picture in a movie after I have already
added titles, the titles do not stay with the picture they
were inserted on. How do I "lock" the title with the clip?

You can not. You could save and re-import the part done video....its a bit
tacky though and may involve loss of quality.

There is no way to lock tracks (video/music/title) with each other. So one
has to plan the whole thing first. Like real directors... Make the video
first; add transitions and effects. Once finalised add music. Only after
that add titles and credits.
