Is it possible to insert a still over top of a video clip?

Or conversely, is it possible to keep the audio of a given clip, shorten the
video timeline, and fill-in the missing video with stills for the balance of
the original audio.

If you drag a video clip too the Audio/Music track in the Timeline, you'll
only get the sound from that clip. Then you can put stills in the Video
track.
