Ok, first, I'm pretty low-tech but I can usually figure things out. I made a
Video in WMM and burned the video to DVD+R. The video was taking up 10 Gb,
so I deleted the project from my hard drive, leaving the burned DVD as my
only copy. I didn't even think to save it in a compressed format. Now
that's what I want to do, so I can host parts of it on the internet.

I've tried, but I can't get WMM to import the finished product / DVD. It's
a .ts file or something. (?) I don't have it hear at work. What do I need to
do to load the video from the DVD+R back to WMM so I can save the project and
upload to the internet? Also it's about 16 minutes long, so I need to break
it up into about 4 smaller segments.

you need to do file conversions...

see the Import Movie Source Files > Video > Discs page of my website....
