I think you may be confusing shutter speed with frames per second. A normal
NTSC DV camcorder records at 29.97 fps (PAL is 25 fps but slightly higher
resolution). You can set the shutter speeds on some camcorders up to
1/15,000 of a second, possibly higher. This does not affect the frame rate,
but does affect the clarity of fast moving objects (and requires a larger
aperture to let in more light).
You can get double the standard frame rate by deinterlacing the frames.
This is because normal video is interlaced meaning, the odd and even scan
lines are taken 1/29.97 of a second apart. This requires special software
and AFAIK MovieMaker can't do it.
