can windows movie maker import footage from hard drive camcorders???

Also, when trying to burn a movie (after using movie maker to import) with
adobe encore I get a message "No media present" even when there is a dvd in
the drive???

HDD cams do record as Mpeg2 so it's very unlikely MM will work with it.
If encore does not see a blank disc then I'd check the drive is ok, does
another app recognise it to burn with, check for encore updates from Adobe,
check it's the right sort of media +/-, change makes.
