There might be something you can do within Move Maker; have a look at this

Read down to where it says:
"Download this package for 15 readymade crop effects (3 on each side and 3
on center)
RehanFX Crop Effects Pack."
I had some VHS tape with distortion along the bottom and Rehan's 'Crop UP 3%
Effect' fixed the problem very nicely. You may need to read up on how to
create custom effects in WMM -- you can get started at this URL:

You will see there are various cropping schemes in that package. It is some
work to make these, but I found it to be worth the effort.
