With MM, can part of the sound track from a video downloaded, say, from the
camcorder, be deleted while keeping the video track and vice versa?

Yes

In the timeline view, make a split at start and end using the split tool
(found under the preview window).

Now either mute the audio of the clip or
drag the clip into music track (this removes it from video track).
