This is hit or miss for me.
I capture video from my Sony DV camera and the create clips works for some
tapes and not others. any thoughts?

It looks for breaks in the time code.... ones that are about 5 or more
seconds. It's not a visual scene detection feature, which it uses for analog
capture.

So it depends on the tape... if I do a 'pass-thru from my analog camcorder
to my digital, there won't be any timecode breaks... and it'll be one long
clip.

Yes. I also have a Sony DV camera. MM2 does break only by 'rec/not
record' changes in your movie. If you take one long movie/scene it will not
break that up into clips....but if you would like, just 'split' the video
into the parts you want to change with effects/transitions/editing.
