I feel I can depend on you for answers. :)
I viewed a site which offered a DownLoad to turn my PC into a
DVD Player/Burner. I have a regular CD Player on my Laptop and use Windows
98.
Is it even 'possible' to get this type of download, beable to watch, Burn
and make my own DVD's without adding hardware? Does MicroSoft have a
download like this? Other reliable site's?

To burn dvds you need a dvd burner, they work in a different way to cd
burners so no software will make it work.

As Graham said there is no download to allow you to burn DVD's without a DVD
burner.
There are many programs out there that claim to do that but what they
actually do is compress the data to fit a DVD on a CDR and the quality that
results is terrible. You would be better off using a DVD Authoring program
and creating a VCD.
