Just got the HP media center PC and connected the IR receiver/blaster to it
and connected existing Verizon FIOS TV Motorola QIP 2500-2 STB to it via
s-video and RCA audio cables.

Trying to configure for TV. Problem I continue to experience is the Windows
Media Center wont' recognize the Verizon FIOS TV remote control. The IR
receiver seems to work as it accurately senses the MCE remote to launch apps,
etc. But during the setup step where asked to send button presses from the
Verizon remote to the IR receiver for it to "learn" my remote...can't get it
to recognize it and it gets stuck in "IR Learning" mode.

Suggestions?

There are some remotes, that MCE can not see.

One question, are you holding the Verizon remote facing the MCE Transceiver
window within 2-3 inches?

Might want to see if one of the new IR updates that was released helps
(assuming you have the hardware setup properly).

Is there an RF option ? try RF if supported.
