I've noticed that sometimes the red dot is missing from the notification area
when I'm recording a program. I have been through the settings and it is
enabled. It's not just hidden. I have tried disabling the icon then
re-enabling but this seems to be an intermittent problem.

Any ideas out there?

I had this. It was OK, then "all of a sudden", it disappeared. Same with
the warning when you tried to turn off the computer (Media Center is
recording etc etc).

Having recently messed around with the computer's security settings, prior
to this mysterious event, I tried undoing a few of the changes I had made.
It worked! The most likely suspect is, I think, User Account Control as it
limits what the PC can do without your input. I had turned it off when I was
installing a lot of software a while back and only recently turned it back
on. Try turning it off (Control Panel--->User Accounts...--->User Accounts),
and rebooting.

If that doesn't work, I did some other things that may have made a
difference. I disabled Windows Defender from automatically scanning, and
also turned off Windows Firewall (I have Norton).

If I'm right and UAC is to blame, then I think MS need to address this with
something in the knowledge base, which was the first place I tried for an
answer. I have spent ages trawling the 'net for an answer to this, and all I
have discovered is that you and I are not the only sufferers.

Thanks for that Mark.
I have noticed in my case it happens after I have used the 'Disk CleanUp'
tool and to get it back I found if I logged out and then back in while
recording it would reappear and all would be back to normal.
