I have a client with a newer laptop that has XP Media Center Edition.

Symptoms:
1) When the laptop is booted, the wallpaper will display but no icons or
taskbar is present.
2) We can press ctrl-alt-del and get taskmanager.
3) From Task manager we can run Explorer.exe.
4) The machine works as normal.

We have already checked:
1) ALL Microsoft updates are applied.
2) The event log doesnt give any errors.
3) Machine is free of spyware and viruses.
4) A new user account was created and it does the same thing.
5) Reintslling SP2 did not solve the issue.
5) An in-place upgrade of XP Media center edition did not solve the issue.

What can be done to restore normal boot operation and get Explorer.exe to
load?

Examine what else is loading at Startup that might be interfering with it.
Perform clean boot troubleshooting.
