About a month ago, I had left my house to go away with family. My computer
was fine at the time, no viruses or spyware (a hint of lag.), and I had done
nothing to it prior. When I come back 3-4 days later, I could not get into
certain programs like Security Center or Add or Remove Programs because the
same message says " This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administer." I have tried everything I could to solve this, but nothing works
(Note: I did absolutely nothing on administration like passwords and the
such). Is there a way to fix this issue?

You need to check with several anti-spyware utilities and ant-virus
system in order to clean up this "malware" infestation. Since the PC
was running unsupervised, the PC can have been "hacked" if you are not
also running some type of firewall (either software or a separate
hardware device.)
