Go to Start | Run and type, (or copy/paste):

regsvr32 ole32.dll

Press Enter.

I had the same problem a few weeks ago and posted to
microsoft.public.windowsxp.help_and_support
on 2008 May 17. See that group for all of the suggestions.

The solution included the regsvr32 as suggested above by Bruce Hagen,
but I also did regsvr32's for a bunch of other DLL's that were
suggested. I don't know if all were needed or not.

However, I still don't know what caused the problem. Therefore,
Mr Bilbo fake email hal-pc.org, what, if any, Microsoft or
Windows Updates have you applied recently?

I think the problem was due to one of more of:
This one that I installed on 2008 May 16:
Security Update for Windows XP (KB944338)

These are the updates that were installed on 2008 May 14:
Security Update for Windows XP (KB950749)
Security Update for Microsoft Office Word 2003 (KB950241)
Security Update for Microsoft Word 2002 (KB950243)
Update for Microsoft Office Outlook 2003 Junk Email Filter (KB950380)
Security Update for Microsoft Publisher 2002 (KB950129)
Windows Genuine Advantage Validation Tool (KB892130)

Could any of the above updates have caused your problem?

I have been hanging around this newsgroup for a good five years and it was
not uncommon to see that specific error back then and all through years
since. God knows when it first started.

I wouldn't say it couldn't have been an update, but if it was, it isn't
specific to any one update. I have not seen anyone come up with the answer
to why this happens, but we are dealing with Outlook Express.
