Drudgereport.com is not using the Meta Refresh to reload the page so
disabling it will not help. Instead, it's using JavaScript.
The only way (I know of) to stop the page from reloading is to put the site
in the IE "Restricted Sites" list. By default, sites in this list cannot run
JavaScript along with many other things they cannot do. Of course, you can
configure exactly what permissions a site in the "Restricted Sites" has but
doing so will apply to all sites in the list.
It would be nice if IE allowed us to configure security settings on a per
site basis but that level of granularity does not exists, as far as I know.
