Run regedit. search for NoAddressBar. If you find that value (right pane)
modify it's value from 1 to 0
Or try IE Toolbar fix (reset position) from the INTERNET EXPLORER - TIPS
section at

And... this was probably caused by a third-party program (adware, spyware,
parasite)
