IE7 will not install or fix itself

I downloaded an update for ie7 and now I keep going in a loop, error did not
install restart follow link wont uninstall link will not work big red x.

Its a mess and I can not roll back.

I have installed firefox to gain access to the internet.

I have disabled Norton and tried and tried but no, it will not work.

Thoughts please

Norton is likely & probably your issue.
