Every once in a while for no apparent reason that I can discern all the
toolbars that I meticulously arranged to my liking are rearranged when an
instance of IE starts. This is with "lock toolbars" set so it isn't some
sort of accidental click and drag.

Anybody have any idea of the cause and how I can avoid this annoyance?

Windows version?
You mention toolbars in the plural - how many do you have installed?

Describes the symptom sort of (though I don't think it is in my case related
to Google opening a new window) but no solutions.

I will follow that thread and see if anything develops.

Has this issue cropped-up since installing SP1, Brian?

The multiple toolbars may not "play well" with Vista and/or SP1.
Just some thoughts to ponder.
