There are times where I click a link that opens a new window, do something,
and then close the window. All of a sudden, Inernet Explorer will open
windows with that same link constantly, before I even close the first window.
To stop this, I have to open the Windows Task Manager, and end the
"iexplorer.exe" process. Is there a way to stop it from doing this at all?
(I am using Windows Vista, Parental Controls are turned on, and I am not an
administartor.)

This is frequently caused by an incompatible browser add-on. I believe
you will need to perform the troubleshooting steps described below from
an account with Administrator permissions:

Problems with Internet Explorer can also be caused by the presence of
viruses or other malicious software.
