I am having this problem on certain web sites including this newsgroup where
some frames refresh when the mouse is moved across the page. Does anyone
know how to stop this?

You need to be clearer about your symptom description.
"some frames refresh" is too vague. In particular you need to clarify
whether your "refresh" implies a request and response from the network.
You could try setting Work Offline and see if that changes your symptom,
for example. If there is a network component to it you could try tracing
it using Fiddler2.

If I move the mouse over the list of postings on the center of the newsgroup
page, that frame flashes for each message the mouse moves across. This also
occurs in my Gmail inbox if I move the mouse over the labels on the left hand
side.

I have switched to Firefox as my primary browser as it does not exhibit this
problem.

Just repeating what you wrote the first time doesn't clarify or answer my example questions. ; }
Your word "refresh" is ambiguous. However, I suspect now that there is probably no network
component to your symptom and "redrawn" might be a more accurate term. In that case
your mouse driver and any additional software you installed for it might be the cause.

Which could support the idea that there is interference from third-party programs in the IE case.

To test that idea further, you could try using IE in No Add-ons mode.
For sites which require ActiveX in order to run, such as the web interface for this newsgroup,
you would have to try using Tools, Manage Add-ons instead. Then, for example, you would
disable all extensions except ones which were published by Microsoft Corporation.
