Is there a way that when a user doulbe clicks a web shortcut on the desktop,
it selects IE as the browser instead of Firefox?

Yes, make the IE the default Browser by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced.

Click on Programs and make sure this check box is checked:
[ ] Check if Internet Explorer is the default...
IE7:
Internet Explorer is the default web browser click on the button
labelled [ Make Default] if the button active!.
[ ] Tell me if Internet Explorer is not the Default web browser.

Make sure the Fox not been set as the default browser, as it will change
back to the default if been set to default, so make sure the check box on the
Fox not checked by doing this:
On the Fox Browser click Tools >> Options >> click on General tab then
uncheck this check box:
System Default:
[ ] Always check to see if Firefox is the Default Browser on startup.
Click [OK] then Reboot your machine and try the IE, does it work?.

Another right click the Icon and select open with and you will find IE and
the Fox, select whichever one you want to open with.

Sorry, I sent this late and was not clear. What are the registry settings
for doing this so I can push out to the desktops.

Well, there is, but what dishing and whom you dishing to, are they Admins or
they Limited users?.
Do you have a Server or just a Workgroup?.

Did you tried the GPO?.
