IE v7 running on Vista, browser set to load with a blank page.

in the last couple of days IE now loads up very slow and typing in the
google search is also slow.

normal load takes 45 seconds.
load without add-ins takes 30 seconds.
and if I "Run as Adminstrator" then it takes 3 seconds.

have run antivirus & spyware checks and all is okay.

Hi,
With the warning that a reset will delete autocomplete data, such as
passwords and you will have to reinstall browser add-ons, work through this
article:

Then, you may have a troublesome third-party program which is not a browser
add-on.

Or, this may be a malware problem- adware, spyware, hijacker, trojan, etc.
