Wonder if the behavior has anything to do with your CapsLock key being
stuck? (Posting in all caps is considered SHOUTING! here.)

Did you install IE7 before or after you installed WinXP SP3?

You can only uninstall IE7 if you uninstall SP3 first. See...

IE and Windows XP Service Pack 3
http://blogs.msdn.com/ie/archive/2008/05/05/ie-and-xpsp3.aspx

If you didn't do that, chances are that you either had a horked install of
IE7 and/or SP3 in the first place, or you've still got IE7 installed.

Kinda/sorta...

[You will want to copy this reply to Notepad or print it for offline
reference.]

1. Uninstall SP3 via Add/Remove Programs and reboot *twice*.

How to remove Windows XP Service Pack 3 from your computer
http://support.microsoft.com/kb/950249

WinXP SP3 - Read all prerequisites for a successful installation [&
uninstall]
http://msmvps.com/blogs/harrywaldron/archive/2008/05/08/windows-xp-sp3-read-all-prerequisites-for-a-successful-installation.aspx

=> If the behavior does not persist, STOP & reply to this thread. Do NOT
reinstall SP3 yet!

=> If the behavior persists:

2. Uninstall IE7 *exactly* per http://www.ie-vista.com/kbase2.html

[Ignore any references to Vista; Only use the Command method
(%windir%\ie7\spuninst\spuninst.exe) if you cannot uninstall 'WIndows
Internet Explorer 7' via Add/Remove Programs; It's safe to ignore any
warnings that such-and-such might not work if you uninstall it.]

IE7 (Un)Installation and Anti-Malware Applications:
http://blogs.msdn.com/ie/archive/2006/10/11/IE7-Installation-and-Anti_2D00_Malware-Applications.aspx

=> If the behavior persists, STOP & reply to this thread. Do NOT reinstall
IE7 or SP3 yet!

=> If the behavior does not persist:

3. (Re)install SP3 per
http://msmvps.com/blogs/harrywaldron/archive/2008/05/08/windows-xp-sp3-read-all-prerequisites-for-a-successful-installation.aspx
and reboot twice.

=> If the behavior returns, STOP & reply to this thread. Do NOT reinstall
IE7 yet!

=> If the behavior does not persist:

4. Reinstall IE7 *exactly* per Sandi's Installation Tips <= Steps #1-8, #10
& #11; take note of #12, then STOP!
http://www.ie-vista.com/known_issues.html#pre-install
(ignore any references to Vista)

And I strongly recommend using
http://www.microsoft.com/windows/downloads/ie/getitnow.mspx as the
installation source, not Automatic/Windows Update.

Alternately, use this Direct Download link:
http://www.microsoft.com/downloads/details.aspx?familyid=9ae91ebe-3385-447c-8a30-081805b2f90b

Tip: Save the installer to your desktop, do not Run it.

Make *certain* that you check in at Windows Update immediately after
installing IE7 and install any critical updates offered. If Optional
Updates category offers Root Certificates update, I recommend installing it
to take full advantage of IE7's additional security.
