SP2 must be upgraded through Windows Update selecting custom first, do not
upgrade to SP2 using the entire package or exe file; yes, will cause
problems. SP2 contains updates already installed on computer. Restart
computer after each update. Eventually, SP2 will show as one update package.

And why would you install SP2 if SP3 is available? In fact, if you're
running WinXP SP1, I believe Windows Update would only offer you SP3.
