Is this the only domain controller/DNS server?

I am working on a Server 2003 Server with a similar problem. I have one
temporary server acting as the DC. After rebuilding the server that crashed
I cannot make the rebuilt server a DC because of DNS issues indicating the
rebuilt server is not available. I can log in to the domain, I can map
drives, I can set permissions, but when I try to promote the rebuilt server
to a AD DC it says it cannot find the DC. After downloading MS Support Tools
and running NetDiag.exe /fix the DC Discovery test indicates: failure, cannot
find DC to get DC list from...Error no such domain. I have tried rebuilding
the server from scratch, ipconfig /registerdns, restarting net logon service.
I think it is a DNS problem but need some help. I am not a DNS expert by
any stretch.

The DC originally crashed from a hard drive failure which corrupted the
original AD. So when I rebuild the Domain, I built it from scratch on a
temporary server OS. After working through SCSI card and driver issues I
finally go the OS loaded to the original server.

After my post this afternoon, I needed some air so I left for a couple hours
and came back to find I was able to make the promote the Original server to
DC status. Login to the domain is very slow. When I try to add Domain Users
to the Power User group on PC's throughout the office I am not able to see
the Domain accounts, only the local machine accounts....?

When I said I built the domain from scratch, I meant that I took a totally
different box loaded with a separate and new copy of the Server OS, using
only the same Domain name and built an entirely new Domain. I used no backup
solution or restore procedure to build the new Domain. Does this help answer
the first post questions?
