How do I set up to use the dialer system for my computer to allow me to use
Voice Over Internet Protocol from Microsoft Office. I am running Microsoft
Office 2003 Professional with my OS Windows Vista Home Premium. Do I need to
add another product in order to achieve this.

Not an Outlook question. Outlook uses the Windows dialer. AFAIK, it only
supports analog modems. Ask in the group that supports telephony for your
OS.
