You first... What's a "group contact list", since Outlook has no such term?
What version of Outlook? What type of account?

I need to move names from a "distribution list" to "new contact". When this
address book was set up, for some reason the contacts were not put in before
the distribution list was created. I do not want to have to go back and
creat new contact for all the members on the distribution list. Windows XP
2003 version.

Without obtaining an add-in, the approach I'd take would be to open the DL,
click File>Save As and save it as a tab-separated values file (.txt). I'd
then open that file in Excel, save it as a comma-separated values, then
import that file in Outlook with File>Import and Export>Import from another
program or file.
