I have 314 contacts in the "Contacts" tab under "personal Folders." I have
458 contacts (all are different) in a sub-folder under "Contacts." I need to
move those 458 to the "Contacts" folder with the other 314. How do I do this?

The main problem I'm having is when I compose a new message, when I click
"TO:" the tab-down menu shows both folders, but if I search for someone and
they're not in the "Contacts" folder, then I have to switch to the other
folder and it is a pain and a waste of time.

Just move the Contacts from one folder to another:
Edit > Select All
Edit > Move to Folder...
