Can I export contacts from Windows Contact in Vista to Office Outlook
contacts on the same computer, or import them to Outlook from Windows contact?

Outlook 2007 certainly has an import from Windows mail function - can't
speak for any other version...

Sure you can. Windows Mail did not exist at the time of any earlier
versions, and Outlook is not clairvoyant.

I am trying to retrieve a phone number on outlook file 2003 from a floppy.
How do I download this .pst file to my PC, windows XP. I have outlook 2003 in
the PC

Has nothing to do with this thread.
Has nothing to do with Outlook.
Are you asking how to copy a file from a floppy? Use Windows Explorer. Then
remove the read only attribute from the file so Outlook can open it.
