I have an issue that the contacts have different entries depending on the
view. In the contacts folder they are correct. When I try to access these
contacts from the To: in the address book, the contacts listed here are not
the current ones in the folder. They are old contacts from a groupwise
migration.

How can I get the current contacts within the contacts folder to be visible
from the address book? This is Outlook 2003.

Your address book is displaying the Contacts folder you configured it to.
Configure it to display the folder you want it to:
