You can name your categories like you want to. And you can have as many as
you want to. The only limit is the number of colors you can use, i.e. 25.
But you don't have to use colors at all - that's up to you.
In Outlook 2007 you could export/import categories by assigning all of your
categories to one email and send that to others. The sender would have to
add a registry setting to get the categories sent. And all the receivers
must deactivate a rule that removes incoming categories by default. And with
that method you cannot export/import colors.
More comfortable and with the ability to distribute the colors as well is
Category Manager, an addin for Outlook. For details please click the link in
